General Counsel 52 Chauncy Street, 10th Floor Boston, MA 02111 Dear Attorney Papademetriou: I have received the petition of Maryna Pashchenko appealing the nonresponse of the Boston Housing Authority (Authority) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On November 24, 2025, Ms. Pashchenko requested “complete clarification and documentation regarding the recertification notices issued to me in 2025[.]” Specifically, Ms. Pashchenko sought the following: [1] [Regarding a] July 1, 2025 Notice (“Failure to Supply Complete Information”)[:] [W]hy my recertification was opened in July in 2025[;] who initiated this deviation from the established December cycle[;] and on what basis the July 11 deadline was created[;] [2] [Regarding an] August 11, 2025 Notice (“Second and Final Opportunity to Recertify”)[:] [T]he date on which the alleged first notice was issued[;] [c]opies of that notice[;] and [d]ocumentation supporting the “second and final” designation[.] [3] [Regarding a] September 3, 2025 Notice (“Notice of Tenant Share – Annual Reexamination”)[:] [W]hen [the Authority] considers the 2025 recertification to have been officially opened[;] and the basis for the September 3 reexamination notation[.] [4] [Regarding a] [f]ull 2025 Recertification Documentation[:] The exact date on which [the Authority] changed my recertification cycle from December to July[;] [the] name and title of the individual(s) who authorized this change[;] [a]ll internal documentation supporting or approving this change[;] [a]ll notices [the Authority] believes were issued to me for the 2025 cycle[;] [a]ll internal system entries related to my household’s recertification in 2025[;] [w]ritten confirmation One Ashburton Place, Room 1719, Boston, Massachusetts 02108 • (617) 727-2832• Fax: (617) 727-5914 sec.state.ma.us/pre • pre@sec.state.ma.us Dean Papademetriou, Esq. SPR25/3638 Page 2 December 17, 2025 whether my long-standing December cycle (2015–2024) remains in effect or was formally altered[;] [and] [i]f altered: when, why, and by whom[.] Claiming to not yet have received responsive records, the requestor petitioned this office and this appeal, SPR25/3638, was opened as a result. Subsequently, I learned that the Authority provided Ms. Pashchenko with a response on December 16, 2025. Where this appeal was opened as a result of the Authority’s lack of a written response, I will now consider this administrative appeal closed.
