The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records December 19, 2025 SPR25/3655 Robyn Gay Records Access Officer City of Westfield 59 Court Street Westfield, MA 01085 Dear Ms. Gay: I have received the petition of Jake Petrangelo appealing the response of the City of Westfield (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On December 9, 2025, Mr. Petrangelo requested: … records related to an incident that occurred at Walmart in Westfield, Massachusetts, on December 8, 2025, at approximately 7:30 PM, during which [an identified individual] was … assaulted. Prior to calling 911, an individual physically assaulted [an identified individual] and caused property damage. [An identified individual] called 911 to report the incident and request police assistance. I am requesting all records related to this incident, including but not limited to: police reports, incident reports, arrest reports, 911 call recordings and logs, body-worn camera or dashcam footage, witness statements, photographs, any related investigative documents, and information on any criminal charges filed against the individual involved. The City responded on December 11, 2025. Unsatisfied with the response, Mr. Petrangelo petitioned this office and this appeal, SPR25/3655, was opened as a result. Subsequently, I learned that the City provided Mr. Petrangelo with a supplemental response on December 15, 2025. Where this appeal was opened as a result of the City’s December 11, 2025 response, I will now consider this administrative appeal closed. Mr. Petrangelo may further appeal the substantive nature of the City’s December 15th response within ninety (90) days. See 950 C.M.R. 32.08(1).
