Counsel and Records Access Officer Executive Office of Housing and Livable Communities 110 Cambridge Street, Suite 300 Boston, MA 02114 Dear Attorney Walleigh: On December 12, 2025, this office received your petition on behalf of the Executive Office of Housing and Livable Communities (EOHLC) seeking permission to charge for time spent segregating or redacting responsive records. G. L. c. 66, § 10(c); G. L. c. 66, § 10(d)(iv); see also 950 C.M.R. 32.06(4). As required by law, the EOHLC furnished a copy of this petition to the requestor, Karen Anzalone. G. L. c. 66, § 10(c); G. L. c. 66, § 10(d)(iv)(2). On November 28, 2025, Ms. Anzalone sought the following: A copy of any correspondence via email, instant message, phone call, meetings or discussions during the time period of April 1, 2023 through April 1, 2025 involving any employees of EOHLC and [an identified individual], and/or [an identified individual] of The Winchester Housing Authority (WHA) with regard to [two identified individuals], . . . Palmer Street in Winchester or any information disseminated to any of the named parties with regard to: authorized deductions, incorrectly calculated rental fees, the Reasonable Accommodation requested to aid [an identified individual]. . . . In an email to this office and copied to the EOHLC on December 13, 2025, Ms. Anzalone stated, “[p]lease disregard this request as I will submit a new [request] referencing far more specific parameters.” Additionally, following a December 15, 2025 correspondence from a Public Records Division staff member, Ms. Anzalone confirmed in an email to this office and the EOHLC on the same date that she submitted a modified request to the EOHLC on December 13, 2025. SPR25/3660 Page 2 December 17, 2025 Conclusion In light of the above, it is unnecessary to opine on the EOHLC’s petition for permission to charge for time spent segregating or redacting responsive records. This office encourages Ms. Anzalone and the EOHLC to continue to communicate to facilitate providing records more efficiently and affordably. See G. L. c. 66, § 10(b)(vii).
