Levay-O’Brien Town of Harvard 13 Ayer Road Harvard, MA 01451 Dear Ms. Levay-O’Brien: I have received the petition of Deborah S. Skauen-Hinchliffe appealing the response of the Town of Harvard (Town) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On December 12, 2025, Ms. Skauen-Hinchliffe requested: At the 10 December 2025 Energy Advisory Committee, [an identified selectman] relayed a request from another select board member asking Energy Advisory Committee to NOT post its minutes on their website. Please provide me, by email, the name of the select board member who made this request. The Town responded on December 12, 2025. Unsatisfied with the Town’s response, Ms. Skauen-Hinchliffe petitioned this office and this appeal, SPR25/3667, was opened as a result. Subsequently, I learned that the Town provided Ms. Skauen-Hinchliffe with a supplemental response on December 29, 2025. Where this appeal was opened as a result of the Town’s December 12th response, I will now consider this administrative appeal closed. Ms. Skauen-Hinchliffe may appeal the substantive nature of the Town’s December 29th response within ninety days. See 950 C.M.R. 32.08(1). Sincerely, Manza Arthur Supervisor of Records cc: Deborah S.
