The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records December 29, 2025 SPR25/3674 Randall Ravitz, Esq. Records Access Officer Peace Officer Standards and Training Commission 64 State Street, Suite 200 Boston, MA 02109 Dear Attorney Ravitz: I have received the petition of Altin Berxhiku appealing the nonresponse of the Peace Officer Standards and Training Commission (Commission) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On November 28, 2025, Mr. Berxhiku requested: [1] The full POST disciplinary file associated with IA23-0003, including but not limited to notification letters, final determinations, underlying findings, and sanctions. [2] Any documents submitted by the Billerica Police Department to POST concerning this violations, including internal affairs reports, forms, or correspondence. [3] Any communications between POST and the BPD related to IA23-0003. Claiming to not yet have received responsive records, Mr. Berxhiku petitioned this office and this appeal, SPR25/3674, was opened as a result. Subsequently, I learned that the Commission provided Mr. Berxhiku with a response on December 23, 2025. Where this appeal was opened as a result of the Commission’s lack of a written response, I will now consider this administrative appeal closed. Mr. Berxhiku may appeal the substantive nature of the Commission’s response within ninety (90) days. See 950 C.M.R. 32.08(1).
