The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records December 19, 2025 SPR25/3697 Indhira German Clerk/Support Services Records Division Salem Police Department 95 Margin Street Salem, MA 01970 Dear Ms. German: I have received the petition of Adam Nunez appealing the nonresponse of the Salem Police Department (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On December 1, 2025, Mr. Nunez requested “from September 8, 2025 to the receipt of this request all ‘transfer receipt forms’ as described by sections III.B and IV.A of Chapter 156 of the Salem Police Department manual titled ‘Temporarily Secured property for people experiencing homelessness’ that have been issued by the Salem Police Department.” Claiming to not yet have received responsive records, Mr. Nunez petitioned this office and this appeal, SPR25/3697, was opened as a result. Subsequently, I learned that the Department provided Mr. Nunez with a response on December 16, 2025. Where this appeal was opened as a result of the Department’s lack of a written response, I will now consider this administrative appeal closed. Mr. Nunez may appeal the substantive nature of the Department’s response within ninety (90) days. See 950 C.M.R. 32.08(1).
