Keenan Records Access Officer Fitchburg Police Department 20 Elm Street Fitchburg, MA 01420 Dear Captain Keenan: I have received the petition of Michael O’Farrell appealing the response of the Fitchburg Police Department (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On December 3, 2025, Mr. O’Farrell requested the following: Municipal police departments and most law enforcement agencies use an alpha- numeric or numeric code when arresting and/or charging an individual with a law violation for record-keeping and filing purposes. … This correspondence is a request for a complete list of all such codes in numerical or alpha order with corresponding or associated charges and/or any additional charges alongside the code used by Fitchburg Police Department dating to calendar year 1991 through date of response to this request. The Department provided a response on December 8, 2025. Unsatisfied with the response, Mr. O’Farrell petitioned this office and this appeal, SPR25/3750, was opened as a result. Subsequently, I learned that the Department provided Mr. O’Farrell with a further response on December 23, 2025. Where this appeal was opened as a result of the Department’s December 8th response, I will now consider this administrative appeal closed. Mr. O’Farrell may appeal the substantive nature of the Department’s December 23rd response within ninety (90) days. See 950 C.M.R. 32.08(1).
