See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On November 19, 2025, Ms. Cellini requested the following: all records pertaining to COVID-19 vaccination requirements for both health care workers and independent contractors of the state for both 2024 and 2025, MDPH’s respiratory season vaccination recommendations for 2024, all official documentation pertaining to current SANE contractor vaccination requirements, all communications to the SANE program director regarding 2025 COVID-19 vaccination, and copies of the MOU’s between MDPH/SANE for all current SANE sites. Additionally, I’m requesting all of [an identified individual’s] emails pertaining to COVID-19 vaccination and anything related to the SANE program for 2025. The Department responded on December 4, 2025 and December 11, 2025. Unsatisfied with the responses, Ms. Cellini petitioned this office and this appeal, SPR25/3778, was opened as a result. Subsequently, I learned that the Department provided Ms. Cellini with a further response on December 31, 2025. Where this appeal was opened as a result of the Department’s December 4th and December 11th responses, I will now consider this administrative appeal closed. Ms. Cellini may appeal the substantive nature of the Department’s December 31st response within ninety (90) days. See 950 C.M.R. 32.08(1).
