See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On December 8, 2025, Mr. Rivera requested: A. Agreements [1] All TIE and TIF Agreements approved from January 1, 2015 to present [2] Agreements executed under the Housing Development Incentive Program (HDIP) pursuant to M.G.L. c. 40V [3] Agreements involving market-rate housing development, as referenced in the Mayor’s ‘First Year in Office” accomplishments document. B. Property-Specific Documents [1] Parcel address and Parcel ID [2] Property owner/developer [3] Assessed values before and after improvements [4] Exemption percentage schedules and duration [5] Compliance reporting requirements [6] Correspondence or memos related to approval [7] Projected vs. actual economic/housing impact C. DEPENA-ACCOMPLISHMENTS AND IMPROVEMENTS’ [2] The TIE agreement involving 216 Canal Street LLC referenced in the November 24, 2025 Finance Committee agenda [3] Any TIE/TIF programs referenced by the City’s Business Development Office[.] Claiming to not yet have received responsive records, Mr. Rivera petitioned this office and this appeal, SPR25/3780, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the City has provided a response. Accordingly, the City is ordered to provide Mr. Rivera with a response to his request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us.
