City Solicitor City of Worcester 455 Main Street Worcester, MA 01609 Dear Ms. Attorney Kalkounis: I have received the petitions of David Webb appealing the nonresponse of the City of Worcester (City) to requests for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). From November 25, 2025 through December 3, 2025, Mr. Webb made four (4) requests for body worn camera footage. Claiming to not yet have received responsive records, Mr. Webb petitioned this office and these appeals, SPR25/3828, SPR25/3829, SPR25/3832, SPR25/3833, were opened as a result. Despite being notified of the opening of these appeals, it remains unclear whether the City has provided a response(s). Accordingly, the City is ordered to provide Mr. Webb with a response(s) to his request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response(s) must be provided to this office. It is preferable to send an electronic copy of the response(s) to this office at pre@sec.state.ma.us. Mr. Webb may appeal the substantive nature of the Department’s response(s) within ninety (90) days. See 950 C.M.R. 32.08(1).
