Johnson Records Access Officer Massachusetts Peace Officer Standards and Training Commission 100 Cambridge Street Boston, MA 02114 Dear Ms. Johnson: I have received the petition of Ronald G. Guilmette appealing the nonresponse of the Massachusetts Peace Officer Standards and Training Commission (Commission) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On December 2, 2025, Mr. Guilmette requested “copies of the following public records related to [an identified individual]:” [1] All certification and recertification application packets, including the moral character and fitness-for-duty attestation forms submitted by [an identified individual] or the Amesbury Police Department. [2] Background check summaries or disclosures related to civil court orders (e.g., G.L. c. 209A Abuse Prevention Orders). [3] Any correspondence, notes, or determinations from POST regarding these submissions (redacted as needed for privacy). Claiming to not yet have received responsive records, Mr. Guilmette petitioned this office and this appeal, SPR26/0077, was opened as a result. Subsequently, I learned that the Commission provided Mr. Guilmette with a supplemental response on January 12, 2026. Where this appeal was opened as a result of the Commission’s lack of a written response, I will now consider this administrative appeal closed. Mr. Guilmette may appeal the substantive nature of the Commission’s January 12, 2026 response within ninety days. See 950 C.M.R. 32.08(1).
