The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records January 22, 2026 SPR26/0092 Colleen Kehew Records Manager Framingham Police Department 150 Concord Street Framingham, MA 01702 Dear Ms. Kehew: I have received the petition of James Riva appealing the nonresponse of the Framingham Police Department (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On December 15, 2025, Mr. Riva requested “[a]ny and all police reports responding to [an identified address] between January1, 1987 and January 11, 2006.” Claiming to not yet have received a response, Mr. Riva petitioned this office and this appeal, SPR26/0092, was opened as a result. Subsequently, I learned that the Department intends on providing a written response to Mr. Riva. Accordingly, the Department is ordered to provide Mr. Riva with said response in accordance with the Public Records Law, its Regulations and this order within ten business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us. Mr. Riva may appeal the substantive nature of the Department’s response within ninety days. See 950 C.M.R. 32.08(1).
