Morin Public Records Coordinator City of Springfield – Law Department Public Records Division 36 Court Street, Room 305 Springfield, MA 01103 Dear Mr. Morin: On January 9, 2026, this office received your petition on behalf of the City of Springfield (City) seeking an extension of time to produce records. G. L. c. 66, § 10(c); G. L. c. 66, § 10(d)(iv); see also 950 C.M.R. 32.06(4). As required by law, I understand that the City furnished a copy of this petition to the requestor, Attorney Allison Hanna. G. L. c. 66, § 10(c); G. L. c. 66, § 10(d)(iv)(2). On December 9, 2025, Attorney Hanna requested: …copies of any and all records from January 1, 2023, to the present relating to the following topics concerning Franconia Golf Course…: [1] Reports of injury, unsafe conditions, or defects involving walkways, cart paths, stairs, or any other pedestrian ways at the golf course, specifically at or around Hole 14 of the Golf Course. [2] Complaints (oral or written) made by employees, contractors, or members of the public regarding the condition of walkways, paths, or stairs, specifically at or around Hole 14 of the Golf Course. [3] Inspection records, maintenance logs, or evaluations of the pedestrian pathways, specifically at or around Hole 14 of the Golf Course. [4] Work orders, repair records, or invoices showing maintenance or repairs conducted on any walkways, stairs, or cart paths, specifically at or around Hole 14 of the Golf Course. Please search all municipal email accounts for emails to, from, or copying any City of Springfield departments … as well as any personnel assigned to Franconia Golf Course, that contain any of the following terms…. On December 10, 2025, Attorney Hanna modified the scope of her request, to “remove punctuation from the search terms and … reduce the search of emails to just the subject ‘Hole 14’ for now.” In an email to the City on January 9, 2026, Attorney Hanna stated, “[a] 30-day extension is fine.” In light of the above, I find it is unnecessary to opine on the City’s petition for an extension of time.
