The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records January 16, 2026 SPR26/0123 Michael Manning Records Access Officer Law Department - Room 301 City of Worcester 455 Main Street Worcester, MA 01608 Dear Mr. Manning: I have received the petition of Brandon Stokes, of 7NEWS WHDH Boston, appealing the response of the City of Worcester (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On December 16, 2025, Mr. Stokes requested, “... Worcester Police bodycam and any store surveillance video obtained by WPD related to a crashing into a dollar tree at 935 Grafton St. around 4 pm on 12/12/25.” The Department responded on December 30, 2025. Unsatisfied with the Department’s response, Mr. Stokes petitioned this office and this appeal, SPR26/0123, was opened as a result. Subsequently, I learned that the City sent a further response to Mr. Stokes on January 16, 2025. Where the basis of this appeal was opened as a result of the City’s December 30th response, I will now consider this administrative appeal closed. Mr. Stokes may appeal the substantive nature of the City’s January 16th response within ninety (90) days. See 950 C.M.R. 32.08(1).
