Liacos, Esq. of Krakow, Souris & Landry, LLC, on behalf of his client, Fred Taylor, of the North Atlantic States Regional Council of Carpenters, appealing the response of the Framingham Housing Authority (Authority) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On December 16, 2025, Mr. Taylor requested: [1] A Copy of the Public Advertisement/Posting for the above-referenced Project. [2] A Copy of the Respondents to the Request for Qualifications for the above- referenced Project. [3] A Copy of the Schedule, Administrative, and Construction for the above referenced Project. [4] A list of qualified contratcors.[sic] [5] A Copy of the Complete CM/GC SOQs for the above-referenced project qualified or not. [6] A Copy of the SOQ Evaluation scorecards for the CM/GC SOQs for the above-referenced project. The Authority responded on December 22, 2025 and December 23, 2025. Unsatisfied with the Authority’s responses, Attorney Liacos petitioned this office and this appeal, SPR26/0228, was opened as a result. Subsequently, I learned that the Authority provided Attorney Liacos with a supplemental response on January 23, 2026. Where this appeal was opened as a result of the Authority’s December 22nd and December 23rd responses, I will now consider this administrative appeal closed. Attorney Liacos may appeal the substantive nature of the Authority’s January 23rd response within ninety days. See 950 C.M.R. 32.08(1).
