General Counsel MassAbility 600 Washington Street Boston, MA 02111 Dear Attorney Defensor: I have received the petition of Samantha Lynch appealing the response of MassAbility (Agency) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On January 8, 2026, Ms. Lynch requested the following: …copies of all current written policies, procedures, and manuals related to the Vocational Rehabilitation program, including but not limited to the following areas: [1] Policies and procedures for Purchase Orders, reimbursements, vocational funding and provision of educational materials or supplies for clients. [2] Counselor obligations and responsibilities regarding client services. [3] Client rights and the process for notifying clients of these rights. [4] Procedures and policies for hearings, appeals, and mediations. [5] Recordkeeping requirements, including how Individualized Plans for Employment (IPEs) are maintained and updated. [6] Any policies, procedures, or manuals that monitor internal compliance, oversee service delivery, and document standard operating practices to ensure clients receive services in accordance with state and federal law. The Agency responded on January 8, 2026. Unsatisfied with the response, Ms. Lynch petitioned this office and this appeal, SPR26/0236, was opened as a result. Subsequently, I learned that the Agency provided Ms. Lynch with a further response on January 30, 2026. Where this appeal was opened as a result of the Agency’s January 8th response, I will now consider this administrative appeal closed. Ms. Lynch may appeal the substantive nature of the Agency’s January 30th response within ninety (90) days. See 950 C.M.R. 32.08(1).
