General Counsel Boston Housing Authority 52 Chauncy Street, 10th Floor Boston, MA 02111 Dear Attorney Papademetriou: I have received the petition of Maryna Pashchenko appealing the nonresponse of the Boston Housing Authority (Authority) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On November 20, 2025, it appears Ms. Pashchenko requested the following records: [1] [A July 2025 notification] of unsafe, uninhabitable, and hazardous conditions in my home: sealed windows, no ventilation[;] extreme heat[;] mold under sink[;] rotten wood and structural instability[;] humidity/moisture damage[;] dangerous flooring and broken tiles[;] unsafe electrical fixtures[;] AC filters not changed for 10 years[;] [and] health decline[.] I also requested to know who approved this apartment, since it was illegally converted from the roof…[;] [2] [W]ritten results for all inspections…[;] [3] [W]ritten answers to: Who approved this unsafe former-roof apartment? Where are the reports/photos from: Sept 3 inspection[;] Oct7 inspection[;] Nov 12 inspection[.] Why was rectification unlawfully initiated in July? Why were false Section 8 notices sent (“second notice” with no first)? Why were Stop Payment / Resume Payment statuses inconsistent? Why did BHA not intervene in landlord harassment and defamation? Why did the BHA use false inspectors’ names and fabricated dates? Who created the fabricated October 24 inspection record? Claiming to not yet have received responsive records, Ms. Pashchenko petitioned this office and this appeal, SPR26/0243, was opened as a result. SPR26/0243 Page 2 February 5, 2026 It is my understanding that the subject matter of this request and the issues raised in Ms. Pashchenko’s appeal are similar to those addressed in SPR25/3772 Determination of the Supervisor of Records (January 8, 2026). In my January 8th determination, the Authority was ordered to provide Ms. Pashchenko with a further response to the request within ten business days. Once the Authority provides a further response, Ms. Pashchenko may appeal the substantive nature of the Authority’s response to SPR25/3772 within ninety (90) days. See 950 C.M.R. 32.08(1).
