The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Rebecca S. Murray Supervisor of Records February 3, 2026 SPR26/0276 Amanda Williams Records Clerk Brookline Police Department 350 Washington Street Brookline, MA 02445 Dear Ms. Williams: I have received the petition of Jeremiah E. Light, Esq. appealing the nonresponse of the Brookline Police Department (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On January 2, 2026, Attorney Light requested the following: [1] Incident and Offense Reports: All written reports, narratives, and officer statements generated in connection with the wellness check, including but not limited to the incident report, any supplemental reports, and field interview cards[;] [2] Computer-Aided Dispatch (CAD) Records: Complete CAD entries for the call for service, including dispatch logs, call types, dispatcher notes, officer assignments, timestamps, and disposition codes[;] [3] 911 and Non-Emergency Call Records: Audio recordings, transcripts, or written summaries of the originating call that resulted in the wellness check, including all caller statements as recorded by the dispatcher. To the extent the caller’s identity or personal identifying information is exempt under G.L. c. 4, § 7(26)(c) or (f), I request that such redaction be narrowly tailored and that the remainder of the call record—including the substance of the statements made by the caller—be produced. If the 911 audio recording is maintained by the Massachusetts State 911 Department rather than the Brookline Police Department, please so indicate in your response[;] [4] Audio-Visual Recordings: Any body-worn camera recordings, cruiser dashboard camera recordings, or other multimedia evidence captured during the officers' response to this call[;] One Ashburton Place, Room 1719, Boston, Massachusetts 02108 • (617) 727-2832• Fax: (617) 727- 5914 sec.state.ma.us/pre • pre@sec.state.ma.us Amanda Williams SPR26/0276 Page 2 February 3, 2026 [5] Internal Communications: Copies of any email, text message, or radio communications among Brookline Police Department personnel referencing this call for service, to the extent such records exist and are not exempt[;] [6] Supplemental Materials: Any internal memoranda, supervisor review forms, use-of force reports (if applicable), or administrative records generated in connection with the call[.] Claiming to not yet have received a response, Attorney Light petitioned this office and this appeal, SPR26/0276, was opened as a result. Subsequently, I learned that the Department provided Attorney Light with a response on January 28, 2026. Where this appeal was opened as a result of the Department’s lack of a written response, I will now consider this administrative appeal closed. Attorney Light may appeal the substantive nature of the Department’s response within ninety (90) days. See 950 C.M.R. 32.08(1). Sincerely, Manza Arthur Supervisor of Records cc: Jeremiah E. Light, Esq.
