LaClair, Esq. appealing the nonresponse of the Holyoke Police Department (Department) to requests for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). In three separate requests on December 9, 2025, Attorney LaClair requested the following records: SPR26/0342 [1] All applications for complaint filed by the Holyoke Police Dept. between January 1, 2022 and Dec. 1, 2025 that allege a violation of G.L. c. 269, § 10(n)[;] [2] All applications for complaint filed by the Holyoke Police Dept. between January 1, 2022 and Dec. 1, 2025 that allege a violation of G.L. c. 269, § 11C. SPR26/0343 [1] All applications for complaint filed by the Holyoke Police Dept. between January 1, 2022 and Dec. 1, 2025 that allege a violation of G.L. c. 269, § 10(a)[;] [2] All applications for complaint filed by the Holyoke Police Dept. between January 1, 2022 and Dec. 1, 2025 that allege a violation of G.L. c. 269, § 10(h). SPR26/0344 [1] All applications for complaint filed by the Holyoke Police Dept. between January 1, 2022 and Dec. 1, 2025 that allege a violation of G.L. c. 140, § 131L[;] One Ashburton Place, Room 1719, Boston, Massachusetts 02108 • (617) 727-2832 • Fax: (617) 727-5914 sec.state.ma.us/pre • pre@sec.state.ma.us Patricia Alicea SPR26/0342; SPR26/0343; SPR26/0344 Page 2 February 13, 2026 [2] Number of applications for an F.I.D. card (firearm identification card) received by the Holyoke Police Dept. in each of the following years: 2020, 2021, 2022, 2023, 2024, 2025; and the number of applications (FID cards) granted in each of those years[;] [3] Number of applications for a license to carry a firearm received by the Holyoke Police Dept. in each of the following years: 2020, 2021, 2022, 2023, 2024, and 2025; and the number of such licenses granted in each of those years[;] [4] Name of all commercial parties (businesses, landlords, rental agencies, etc.) registered with the Holyoke Police Dept. Voluntary Camera Registration program and location of said cameras. Claiming to not yet have received responsive records, Attorney LaClair petitioned this office and these appeals, SPR26/0342, SPR26/0343, and SPR26/0344, were opened as a result. Despite being notified of the opening of these appeals, it remains unclear whether the Department has provided a response(s). Accordingly, the Department is ordered to provide Attorney LaClair with a response(s) to her requests, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response(s) must be provided to this office. It is preferable to send an electronic copy of the response(s) to this office at pre@sec.state.ma.us.
