City Solicitor Law Department City of Brockton 45 School Street Brockton, MA 02301 Dear Attorney Bridges: I have received the petition of Lisa Crowley appealing the nonresponse of the City of Brockton to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On January 15, 2026, Ms. Crowley requested the following: [1] Any and all documentation concerning the installation of a fire hydrant on Franklin Avenue that connects in front of [an identified address] that took place from the end of July, 2025 to the early weeks of August, 2025. This should include, but not limited to, work orders, work order requests, work logs, emails, texts or phone calls; pre-inspection reports; post-inspection reports; any and all emails, texts and photographs from any and all employees regarding the pre-and during, and post-preparations for the fire hydrant installation[;] [2] Any and all financial costs, including receipts for materials associated with the fire hydrant installation on Franklin Avenue, including equipment used, man- power hours, and materials, including but not limited to sand, gravel and dirt and the type of hydrant, valves, hoses, pipes used to install the hydrant[;] [3] A list of all employees who conducted work on the Franklin Avenue fire hydrant installation, and their job titles[;] [4] A copy of any and all communications between any and all city employees regarding the installation of a fire hydrant on Franklin Avenue, or Howard Street. This should include any and all members of the Department of Public Works, no matter which division they work, any member of the Fire department, or any other city agency or department. Megan Bridges, Esq. SPR26/0348 Page 2 February 12, 2026 Claiming to not yet have received responsive records, Ms. Crowley petitioned this office and this appeal, SPR26/0348, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the City has provided a response. Accordingly, the City is ordered to provide Ms. Crowley with a response to her request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us.
