The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records February 12, 2026 SPR26/0351 Amy Bosse Administrative Assistant to the Superintendent Bristol County Agricultural High School 135 Center Street Dighton, MA 02715 Dear Ms. Bosse: I have received the petition of Joann Avila appealing the nonresponse of the Bristol County Agricultural High School (School) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On January 8, 2026, Ms. Avila requested the following records from the 2025-2026 school year: [1] All contracts, agreements, and amendments between the Bristol County Agricultural High School and any transportation vendors or bus companies providing general student transportation services as well as special education transportation[;] [2] Documentation identifying transportation services related to special education students, including accessible vehicles, door-to-door- transportation, medical or mobility accommodations, and any specialized routing or staffing requirements. [3] Any Requests for Proposals (RFPs), [I]nvitations for Bids (IFBs), bid submissions, bid evaluations, and award documents related to student transportation services[;] [4] Documentation reflecting the total cost, payment schedules, and funding sources for general student transportation services as well as special education transportation[;] [5] Any correspondence (including emails) between the District and transportation providers concerning: [c]ontract performance[,] [r]outes[,] [a]ccessibility[,] [a]ccommodations[,] [c]ompliance with Section 504, IDEA or ADA requirements[,] [s]ervice complaints, performance issues or corrective actions[.] Claiming to not yet have received responsive records, Ms. Avila petitioned this office and this appeal, SPR26/0351, was opened as a result. Where this appeal was opened as a result of the School’s lack of a written response, I will now consider this administrative appeal closed.
