See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On January 25, 2025, Ms. Abreu requested the following regarding an identified address: [1] All internal and external communications (including emails, letters, and memos) sent or received by the Building Department, the Town Administrator’s office, or the Select Board regarding [an identified address] between January 1, 2025, and the present[;] [2] Any digital or physical records, reports, or data generated by third-party monitoring services (such as Granicus, Host Compliance, or similar) regarding rental activity at [an identified address][;] [3] Copies of any formal or informal complaints filed by member of the public or neighboring residents regarding the use of [an identified address][;] [4] The specific internal case file, notes, or evidence used by the Building Commissioner/Zoning Enforcement Officer to issue the “Notice of Violation” dated January 21, 2026[;] [5] Any written town policies, enforcement guidelines, or internal memos defining “Short-Term Rental” or “transient lodging” that are not currently published in the Norfolk Zoning Bylaws[;] [6] Please provide a list of all ‘Notice of Violations’ or ‘Cease and Desist’ orders issued regarding short-term rentals or ‘lodging facilities’ in R-1, R-2, and R-3 districts from January 1, 2025 to present. The Town provided a response on February 5, 2026. Unsatisfied with the Town’s response, Ms. Abreu petitioned this office and this appeal, SPR26/0398, was opened as a result. Where this appeal was opened as a result of the Town’s February 5, 2026 response, I will now consider this administrative appeal closed.
