Klehm, Esq. appealing the nonresponse of the City of Lawrence (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On January 7, 2026, Attorney Klehm requested: [1] Any and all communications of any kind, including, without limitation, emails, text messages, direct messages, and/or writings, between [two identified individuals] at any time from January 1, 2025 to present (This request includes, without limitation, any such communications in which other individuals were copied and/or blind copied)[;] [2] Any and all communications of any kind, including, without limitation, emails, text messages, direct messages, and/or writings, concerning a contract of employment for [an identified individual], whether to renew said contract, the terms of said contract, and/or a Notice of Non-Renewal, at any time from August, 2025 to the present[;] [3] Any and all communications of any kind, including, without limitation, emails, text messages, direct messages, and/or writings, between [two identified individuals], at any time from July 1, 2022 to present (This request includes, without limitation, any such communications in which other individuals were copied and/or blind copied)[;] [4] Any and all communications of any kind, including, without limitation, emails, text messages, direct messages and/or in writing, between or among [three identified individuals] regarding, directly and/or indirectly, [an identified individual], at any time from January 1, 2025 to present (This request includes, One Ashburton Place, Room 1719, Boston, Massachusetts 02108 • (617) 727-2832• Fax: (617) 727-5914 sec.state.ma.us/pre • pre@sec.state.ma.us

SPR26/0413 Page 2 February 18, 2026 without limitation, any such communications in which other individuals were copied and/or blind copied)[;] [5] Any and all communications of any kind, including, without limitation, emails, text messages, direct messages, and/or writings, sent and/or received by [three identified individuals] concerning the Comprehensive Opioid, Stimulant, and Substance Use Site-Based Program (“COSSUP”) grant, Equitable Approaches to Public Safety (“EAPS”) grant and/or any opioid-related grants at any time from June 1, 2025 to present (This request includes, without limitation, any such communications in which other individuals were copied and/or blind copied)[;] [6] Any and all documents, including, without limitation, communications, reports, notes, and statements, concerning any complaints made by [an identified individual] about or against [an identified individual] at any time from June, 2025 to the present, and any and all documents, including, without limitation, communications, reports, notes, and statements, relating to any investigation of any such complaints[.] Claiming to not yet have received responsive records, Attorney Klehm petitioned this office and this appeal, SPR26/0413 was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the City has provided a response. Accordingly, the City is ordered to provide Attorney Klehm with a response to his request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us.
