The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records February 10, 2026 SPR26/0447 Eileen O’Connor Bernal City Clerk City of Lawrence 200 Common Street Lawrence, MA 01840 Dear Ms. Bernal: I have received the petition of Gregory Delrosario appealing the nonresponse of the City of Lawrence (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On January 20, 2026, Mr. Delrosario requested the following: [1] A report identifying all DPW employees authorized to operate City-owned motor vehicles[;] [2] The current driver license status of each authorized operator, including: [l]icense validity (active, suspended, revoked, or expired)[,] [and] [a]ny restrictions noted on the license[;] [3] The total number of employees holding a valid CDL, including: CDL class[,] [a]uthorization to operate commercial vehicles within the Commonwealth[,] [and] [c]urrent status of each CDL[;] [4] A list of City vehicles that require specific licensing or endorsements and confirmation that authorized operators meet those requirements[;] [5] Any existing policies or procedures related to driver license verification monitoring, or compliance[;] [6] DOT Medical card that CDL drivers should have up to date[.] Claiming to not yet have received a response, Mr. Delrosario petitioned this office and this appeal, SPR26/0447, was opened as a result. Accordingly, the City is ordered to provide Mr. Delrosario with said response in accordance with the Public Records Law, its Regulations and this order within ten business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us.
