The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records February 24, 2026 SPR26/0474 Colleen Kehew Records Access Officer Framingham Police Department 1 William Welch Way Framingham, MA 01702 Dear Ms. Kehew: I have received the petition of Olufunmilola Shelly appealing the response of the Framingham Police Department (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On January 28, 2026, Ms. Shelly requested the following records: [1] Organization Audit (searches done within the agency) from January 1, 2025 to present; [2] Network Audit (searches of the agency’s network by any other agency) from January 1, 2025 to present; and [3] Network share settings showing “Flock networks shared with me” and “Networks that I’m sharing,” in original electronic, machine readable format (CSV/spreadsheet), and not by redirect to a portal. The Department responded on February 10, 2026. Unsatisfied with the response, Ms. Shelly petitioned this office and this appeal, SPR26/0474, was opened as a result. Subsequently, I learned that the Department provided a supplemental response to Ms. Shelly on February 20, 2026. Where this appeal was opened as a result of the Department’s February 10th response, I will now consider this administrative appeal closed. Ms. Shelly may appeal the substantive nature of the Department’s February 20th response within ninety (90) days. See 950 C.M.R. 32.08(1).
