The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records February 19, 2026 SPR26/0509 Barbara Peters Records Keeper Provincetown Police Department 26 Shankpainter Road Provincetown, MA 02657 Dear Ms. Peters: I have received the petition of Alden Lougee appealing the nonresponse of the Provincetown Police Department (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On January 20, 2026, Mr. Lougee requested the following records regarding an identified incident: [1] Tow-company call history / towing decision records[;] [2] All body-worn camera footage from every officer on scene (not just one officer)[;] [3] Footage and records documenting the towing discussion and representations made to me[;] [4] Complete body-worn camera footage from every responding officer for May 14[;] CAD/call logs/dispatch records and any towing-related communications showing which tow companies were contacted and in what order; and any additional audio/video reflecting the towing discussion on scene[.] Claiming to not yet have received responsive records, Mr. Lougee petitioned this office and this appeal, SPR26/0509, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the Department has provided a response. Accordingly, the Department is ordered to provide Mr. Lougee with a response to his request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us. Mr. Lougee may appeal the substantive nature of the Department’s response within ninety (90) days. See 950 C.M.R. 32.08(1).
