Daley North Brookfield Police Department 55 School Street North Brookfield, MA 01535 Dear Chief Daley: I have received the petition of Shawn Blankenship appealing the nonresponse of the North Brookfield Police Department (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On January 17, 2025, Mr. Blankenship requested the following: [1] All files concerning the building inspector for inspection of [an identified address] in regards to my name[;] [2] Names of all actors persons making complaints about the address of the same and copies of the complaints[;] [3] Name of the building inspector with correct spelling and contact information[;] [4] Exact reason for inspection after being here 17 years without 1 complaint but now being harassed for reporting [an identified individual] for his multiple assaults[;] vandelism [sic][;] stalking[;] slander[;] and a copy of all past records and disciplinary actions taken and a copy of his anger management class that [an identified individual] compelled him to take after his misconduct at my address after his assault[;] [5] Any other document in regards to [an identified individual] committing perjury and driving his vehicle aggressively towards us in [an identified location] and then assaulted us again for filming the sunrise prior to his violent attack[;] [6] A copy of the resignation of [an identified individual] for his short term before I put him on notice of the criminal conduct of [an identified individual] and other One Ashburton Place, Room 1719, Boston, Massachusetts 02108 • (617) 727-2832• Fax: (617) 727-5914 sec.state.ma.us/pre • pre@sec.state.ma.us

Daley SPR26/0549 Page 2 February 19, 2026 actors and a copy of [an identified individual] who is also resigning after I called him out for speaking on his Facebook page of how and why gang stalking campaigns are orchestrated. And a copy of the resignation of [an identified individual] for his multiple death threats to my family and putting him on notice of title 18 conspiracy for allowing [an identified individual] to commit an illegal search warrant and police perjury and the conspiracy of the March 18[,] 2024 [sic] incident in which [an identified individual] committed perury [sic] conspired together with false witnesses in retaliation for exercising constitutional protected activities and all officers who arrived after all removed body cams[.] Claiming to not yet have received responsive records, Mr. Blankenship petitioned this office and this appeal, SPR26/0549, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the Department has provided a response. Accordingly, the Department is ordered to provide Mr. Blankenship with a response to his request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us.
