See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On January 21, 2026, Mr. Taylor requested: [1] Copies of all collective bargaining agreements (CBA), memorandums of agreement or understanding (MOA/MOU), side letters, and wage scales for every fiscal year between the Town of Bellingham and the sworn members of the Bellingham Police Department (ranks of lieutenant and captain, as applicable) from July 1, 2020, to the most current agreement and for the BPA from July 1, 2020 to June 30, 2022. [2] Separate wage scales are not required if they are already integrated within the requested documents as an article, section, or appendix, provided their inclusion is confirmed upon release. If any requested rank is non-union, please provide the applicable pay and compensation plan along with documentation for any additional stipends they may be eligible for. [3] If a fully integrated CBA was not executed during this period, please provide the most recent CBA regardless of its date, along with all subsequent MOAs, side letters, and wage scales through the present to illustrate all modifications to the terms. An extreme example to accentuate this point is the Boston Police Superior Officers have not had an integrated CBA since 1981 and that needs to be evaluated along with all subsequent agreements before the FY22 year can be addressed. Susan Crossley SPR26/0555 Page 2 March 2, 2026 Claiming to not yet have received responsive records, Mr. Taylor petitioned this office and this appeal, SPR26/0555, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the Town has provided a response. Accordingly, the Town is ordered to provide Mr. Taylor with a response to his request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us.
