See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On August 28, 2025, Mr. Bell requested: The following public records relating to the January 28, 2026 Board of Supervisors meeting in the Town of Richmond: [1] The draft meeting minutes; [2] The video link for the meeting. Claiming to not yet have received a response, Mr. Bell petitioned this office and SPR26/0584, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the Town has provided a response. As such, the Town is ordered to provide Mr. Bell with a written response. Said response must be made in accordance with the Public Records Law, its Access Regulations and this order within ten business days. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. Mr. Bell may appeal the substantive nature of the Town’s response within ninety days.
