See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On February 6, 2025, Mr. Medina requested: [1] All incident reports, dispatch logs, tow authorizations, enforcement notes, communications, and related records concerning the towing of [an identified vehicle] from [an identified location] on February 6, 2026 at approximately 6:00 PM[;] [2] This request includes, but is not limited to: any MSP incident or enforcement reports related to this tow[;] any tow authorization or dispatch records issued to Action Towing[;] any documentation identifying the legal authority for the tow[;] any records regarding temporary parking restrictions or signage relied upon[;] any photographs, notes, or logs created by MSP in connection with this tow[;] [3] This request also includes any records related to the authorization, placement, timing, and approval of temporary parking signage associated with this tow[.] Claiming to not yet have received responsive records, the requestor petitioned this office and this appeal, SPR26/0638 was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the Department has provided a response. Accordingly, the Department is ordered to provide Mr. Medina with a response to his request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response must be provided to this office.
