Records Access Officer Office of the General Counsel Massachusetts Department of Transportation 10 Park Plaza, Suite 3910 Boston, MA 02116 Dear Attorney Doyle: I have received the petition of Tom West appealing the response of the Massachusetts Department of Transportation (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On August 28, 2025, Mr. West requested “[a] copy of the contract between the DOT and Castle Rock Managed IT Services related to developing, operating, supporting or licensing of 511 services, 511 websites or 511 phone or computer applications.” The Department responded on December 22, 2025. Unsatisfied with the response, Mr. West petitioned this office and this appeal, SPR26/0660, was opened as a result. Subsequently, I learned that the Department provided Mr. West with a supplemental response on February 27, 2026. Where this appeal was opened as a result of the Department’s December 22, 2025 response, I will now consider this administrative appeal closed. Mr. West may appeal the substantive nature of the Department’s February 27th response within ninety days. See 950 C.M.R. 32.08(1).
