See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On October 28, 2025, Mr. O’Brien requested the following records: [1] The full names, qualifications, and professional backgrounds of the six (6) OPAT panel or board members currently responsible for adjudicating civilian complaints within the Boston Police Department[;] [2] Documentation supporting OPAT’s investigative training standards, certifications, and qualifications for evaluating civilian workplace issues[;] [3] Legal authority citations OPAT relies upon for attempting to investigate Boston Police civilian Operations staff[;] [4] Any and all OPAT findings, reports, recommendations, or public postings involving BPD civilian employees that have been disseminated or made available publicly[.] Claiming to not yet have received responsive records, Mr. O’Brien petitioned this office and this appeal, SPR26/0688, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the Office has provided a response. Accordingly, the Office is ordered to provide Mr. O’Brien with a response to the request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days.
