The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records March 3, 2026 SPR26/0706 Aniela Ricci Records Access Officer Haverhill Police Department 40 Bailey Boulevard Haverhill, MA 01830 Dear Ms. Ricci: I have received the petition of Joyce LaFrance appealing the response of the Haverhill Police Department (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On February 27, 2026, Ms. LaFrance requested, “. . . a copy of the reports from [an identified individual’s] February 2022 report of suspected theft from [an identified individual’s] estate[.]” The Department responded on February 27, 2026, and assigned reference number 2026- 1211 to this request. Unsatisfied with the response, Ms. LaFrance petitioned this office and this appeal, SPR26/0706, was opened as a result. Subsequently, I learned that the Department provided Ms. LaFrance with a further response on March 2, 2026. Where this appeal was opened as a result of the Department’s February 27th response, I will now consider this administrative appeal closed. Ms. LaFrance may appeal the substantive nature of the Department’s March 2nd response within ninety (90) days. See 950 C.M.R. 32.08(1).
