Cutler, Jr. Town Clerk Town of Foxboro 40 South Street Foxborough, MA 02035 Dear Mr. Cutler: I have received the petition of Lance Reynolds, of the Boston Herald, appealing the response of the Town of Foxboro (Town) to a request for public records. See G. L. c. 66, §10A; see also 950 C.M.R. 32.08(1). On February 20, 2026, Mr. Reynolds requested, “[t]he town’s final payroll for 2025 in an Excel document. This request includes base pay, gross pay, overtime pay, including detail pay, for all municipal workers - general municipal, fire, police, and schools - and the workers’ first and last names and their department and job titles.” The Town responded on March 3, 2026. Unsatisfied with the Town’s response, Mr. Reynolds petitioned this office and this appeal, SPR26/0757, was opened as a result. Subsequently, I learned that the Town sent a further response to Mr. Reynolds on March 4, 2026. Where this appeal was opened as a result of the Town’s March 3, 2026 response, I will now consider this administrative appeal closed. Mr. Reynolds may appeal the substantive nature of the Town’s March 4th response within ninety (90) days. See 950 C.M.R. 32.08(1).
