The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records March 5, 2026 SPR26/0779 Karen Palumbo, Esq. Assistant District Attorney Plymouth County District Attorney’s Office 166 Main Street Brockton, MA 02301 Dear Attorney Palumbo: I have received the petition of Sabrina Mainini appealing the response of the Plymouth County District Attorney’s Office (Office) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On March 2, 2026, regarding a specified matter, Ms. Mainini requested: [1] The police department to which the matter was referred[;] [2] The police report or incident number relied upon[;] [3] The date of referral to law enforcement[;] [4] The basis for the decision not to prosecute[;] [5] Whether a written declination memorandum exists[;] [6] If no investigation occurred, clarification as to how the decision was reached[.] Please confirm whether the retaliatory nature of the report was evaluated. The Office responded on March 3, 2026, assigning the request reference number R001750-030226. Unsatisfied with the Office’s response, Ms. Mainini petitioned this office and this appeal, SPR26/0779, was opened as a result. Subsequently, I learned that the Office provided a further response on March 5, 2026. Where this appeal was opened based on the Office’s March 3, 2026 response, I will now consider this administrative appeal closed. If unresolved issues remain, Ms. Mainini may appeal the substantive nature of the Office’s March 5th response within ninety (90) days. See 950 C.M.R. 32.08(1).
