See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On January 28, 2026, Mr. Rodophele requested “access to and copies of records concerning municipal employee compensation paid by the City of Quincy for Fiscal Years 2024 and 2025[.]” Specifically, Mr. Rodophele sought the following: [1] [A]n electronic spreadsheet or report for all City of Quincy employees, including but not limited to School Department employees (teachers and administrators), Police Department personnel, Fire Department personnel, and City Hall and municipal department employees, containing the following fields for each employee[;] [A] Employee name[;] [B] Job title / position[;] [C] Department or employing agency[;] [D] Base salary or regular wages[;] [E] Overtime compensation[;] [F] Detail, special duty or other premium pay (if applicable)[;] [G] Total gross compensation paid per fiscal year[;] [H] Pay frequency or pay period designation (if available)[.] Claiming to not yet have received responsive records, Mr. Rodophele petitioned this office and this appeal, SPR26/0793, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the City has provided a response.
