Fernandez Public Records Coordinator City of Quincy Office of the City Clerk 1305 Hancock Street Quincy, MA 02169 Dear Ms. Fernandez: I have received the petition of John Rodophele appealing the nonresponse of the City of Quincy (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On January 28, 2026, Mr. Rodophele requested the following: [1] A report of all payments to non-employee payees reported (or reportable) on Form 1099-NEC and/or Form 1099-MISC, including for each payee; payee/ vendor name and business address; city department or office making the payment; payment dates and amounts; check number or AHC identifier (last four digits acceptable); account and object codes charged; brief description or purpose of the payment; total amount paid per calendar year; and whether a 1099 was issued and which form (NEC or MISC)[;] [2] The vendor master file (or equivalent report) identifying vendors flagged as 1099-reportable for calendar years 2024 and 2025[;] [3] Copies of all Forms 1099-NEC and 1099-MISC issued for these years, and any related Form 1096 transmittals, if readily available[.] Claiming to not yet have received responsive records, Mr. Rodophele petitioned this office and this appeal, SPR26/0796, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the City has provided a response. Accordingly, the City is ordered to provide Mr. Rodophele with a response to his request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days.
