The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records March 9, 2026 SPR26/0802 Allison Mondello Public Records Manager Massachusetts Department of State Police 50 Maple Street Milford, MA 01757 Dear Ms. Mondello: I have received the petition of Shannon McCabe appealing the nonresponse of the Department of State Police (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On February 13, 2026, Ms. McCabe requested the following records: [1] Video Recordings: All body-worn camera and dash camera recordings created by [three identified individuals] during the traffic stop of [an identified individual] on May 1, 2025. This request is limited to recordings beginning twenty minutes before the initiation of the stop and ending twenty minutes after the conclusion of the stop[;] [2] Tint-Testing Device Records sufficient to show: (a) the make and model of the tint-testing device allegedly used during the stop; and (b) calibration and maintenance records for that specific device for the period January 1, 2025 through May 1, 2025[;] [3] Internal Communications, including emails, text messages, mobile data terminal (MDT) messages, and radio transmissions, sent or received on May 1, 2025 between 8:00 p.m. and 11:59 p.m. by [three identified individuals] that specifically reference: (a) [an identified individual]; (b) the vehicle stop; (c) the vehicle’s license plate number; or (d) any citation issued during that stop[.] Claiming to not yet have received responsive records, Ms. McCabe petitioned this office and this appeal, SPR26/0802, was opened as a result. Accordingly, the Department is ordered to provide Ms. McCabe with a response to her request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us.
