Cormier, Esq., of Good Schneider Cormier Fried & Brooks, appealing the nonresponse of the Massachusetts Department of State Police (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On February 19, 2026, Attorney Cormier requested “[a]ny records concerning any internal affairs investigations conducted by the Massachusetts State Police of the following [identified officers][.] This request included, but was not limited to the following”[:] [1] Any complaints that prompted an internal affairs investigation of the officer[;] [2] [A]ny notices to the officer advising the officer of the commencement of an internal affairs investigation[;] [3] [A]ny incident reports relating to any incident that was the subject of an internal affairs investigation of the officer[;] [4] [A]ny reports of witnesses (civilian or police) who were interviewed in connection with the internal affairs investigation of the officer[;] [5] [A]ny memoranda to the office under investigation or to any other officer requesting information about the incident under investigation[;] [6] [A]ny reports from the office under investigation or to any other officer responding to any requests for information about the incident under investigation[;] [7] [A]ny reports compiled by internal affairs investigators or other members of the Massachusetts State Police, including but not limited to any interim reports, final reports, or drafts of any reports[;] [8] [A]ny memorandum or reports issued by Internal Affairs, by the Police Colonel, or his subordinates to the officer under investigation detailing the results of the internal affairs investigation[;] One Ashburton Place, Room 1719, Boston, Massachusetts 02108 • (617) 727-2832• Fax: (617) 727-5914 sec.state.ma.us/pre • pre@sec.state.ma.us

Allison Mondello SPR26/0828 Page 2 March 10, 2026 [9] [A]ny communications concerning any internal affairs investigations conducted of the officer between the Massachusetts State Police and any other law enforcement entity, including but not limited to, any Massachusetts District Attorney’s Office, the Massachusetts Attorney General’s Office, the United States Department of justice, the United States Attorney for the District of Massachusetts, or the Federal Bureau of Investigation[;] and[;] [10] [A]ny Brady disclosure lists on which the officer is listed[.] Claiming to not yet have received responsive records, Attorney Cormier petitioned this office and this appeal, SPR26/0828, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the Department has provided a response. Accordingly, the Department is ordered to provide Attorney Cormier with a response to his request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us.
