Adams Town Clerk Town of Abington 500 Gliniewicz Way Abington, MA 02351 Dear Ms. Adams: I have received the petition of Scott Taylor appealing the response of the Town of Abington (Town) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On February 17, 2026, Mr. Taylor requested the following: . . . [C]opies of all collective bargaining agreements (CBA), memorandums of agreement or understanding (MOA/MOU), side letters, and wage scales for every fiscal year between the Town of Abington and the sworn members of the Abington Police Department (including the ranks of officer, sergeant, lieutenant, and captain, as applicable) from July 1, 2020, to the present. Separate wage scales are not required if they are already integrated within the requested documents as an article, section, or appendix, provided their inclusion is confirmed upon release. If any requested rank is non-union, please provide the applicable pay and compensation plan along with documentation for any additional stipends they may be eligible for. If a fully integrated CBA was not executed during this period, please provide the most recent CBA regardless of its date, along with all subsequent MOAS, side letters, and wage scales through the present. . . . The Town provided an initial response on February 18, 2026. Following further correspondence from Mr. Taylor to the Town on the same date, the Town provided an additional response on February 18, 2026. Unsatisfied with the Town’s responses, Mr. Taylor petitioned this office and this appeal, SPR26/0920, was opened as a result.
