The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records March 25, 2026 SPR26/0937 Allison Mondello Public Records Manager Massachusetts Department of State Police 50 Maple Street Milford, MA 01757 Dear Ms. Mondello: I have received the petition of Gaetano Piccadaci appealing the nonresponse of the Department of State Police (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On February 9, 2025 Mr. Piccadaci requested records related to an identified incident. Specifically, Mr. Piccadaci sought the following: [1] Incident Reports: Any written reports filed by Troopers responding to a call at [an identified address] on November 1, 2024 – January 23, 2025 between the hours of 9:30am – 12:30pm[;] [2] CAD Logs: The Computer Aided Dispatch (CAD) log showing the time the call was received, the identity of the caller (specifically if it was [an identified individual]), and the instructions given to responding officers[;] [3] Body Worn Camera (BWC) / Cruiser Video: Any video or audio recordings made by responding Troopers during this interaction[;] [4] Trespass Notices: Any record of a formal “Trespass Warning” issued to [an identified individual] during this incident [.] Claiming to not yet have received responsive records, Mr. Piccadaci petitioned this office and this appeal, SPR26/0937, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the Department has provided a response. Accordingly, the Department is ordered to provide Mr. Piccadaci with a response to his request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days.
