The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records March 30, 2026 SPR26/0990 Sergeant Mark Panagiotakos Records Access Officer Lawrence Police Department 90 Lowell Street Lawrence, MA 01840 Dear Sergeant Panagiotakos: I have received the petition of Jill Vaglica appealing the response of the Lawrence Police Department (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On March 13, 2026, Ms. Vaglica requested, “. . . all mug shots of the following individual in possession of the Lawrence police department. Please provide corresponding dates to each mugshot. . . .” The Department responded on March 18, 2026. Unsatisfied with the Department’s response, Ms. Vaglica petitioned this office and this appeal, SPR26/0990, was opened as a result. Subsequently, I learned that the Department provided Ms. Vaglica with a further response on March 24, 2026. Where this appeal was opened as a result of the Department’s March 18th response, I will now consider this administrative appeal closed. Ms. Vaglica may appeal the substantive nature of the Department’s March 24th response within ninety (90) days. See 950 C.M.R. 32.08(1).
