See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On February 16, 2026, Mr. Foote requested the following: [1] Contracts, agreements, budget documents, and invoices documenting LPD use of Flock Safety, Vigilant, and any other license plate reader technology[;] [2] Training materials pertaining to license plate reader technology, including but not limited to training materials pertaining to LPR database systems[;] [3] Flock Organization Audits, documenting all searches of license plate reader data conducted by officials in Lawrence (please provide CSV files)[;] [4] Flock Network Audits, documenting all searches of license plate reader data conducted by entities outside Lawrence (please provide CSV files)[;] [5] For non-Flock systems, all audit reports showing LPR searches conducted by LPD Officers[;] [6] For non-Flock systems, all audit reports showing LPR searches conducted by entities outside Lawrence[;] [7] All records of communication mentioning license plate readers, Flock Safety, Vigilant, or other LPR providers, including emails and text messages[;] [8]Any LPD policy or procedures describing how license plate reader data is collected, processed, accessed, used, and/or shared.[.] Claiming to not yet have received responsive records, Mr. Foote petitioned this office and this appeal, SPR26/0991, was opened as a result. Accordingly, the City is ordered to provide Mr. Foote with a response to his request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us.
