General Counsel Department of Children and Families 1 Ashburton Place, Third Floor Boston, MA 02108 Dear Attorney Treat: I have received the petition of Kevin Andrade appealing the response of the Department of Children and Families (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On February 23, 2026, Mr. Andrade requested a “[c]urrentlyDCF contract with International Social Service — USA to carry out home studies when considering custody decisions that could place children abroad [sic].” The Department responded on February 23, 2026. Unsatisfied with the Department’s response, Mr. Andrade petitioned this office and this appeal, SPR26/0992, was opened as a result. Subsequently, I learned that the Department provided Mr. Andrade with a supplemental response on March 19, 2026. Where this appeal was opened as a result of the Department’s February 23rd response, I will now consider this administrative appeal closed. Mr. Andrade may appeal the substantive nature of the Department’s March 19th response within ninety days. See 950 C.M.R. 32.08(1).
