The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records April 1, 2026 SPR26/1005 John Pyers Records Access Officer Lowell Police Department 50 Arcand Drive Lowell, MA 01852 Dear Mr. Pyers: I have received the petition of A.G. Anderson appealing the response of the Lowell Police Department (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On December 22, 2025, A.G. Anderson requested “body cam footage from both Lowell Police officers for case number 2024-0014475A [and] the email address of [an identified individual].” The Department responded on March 19, 2026. Unsatisfied with the Department’s response, A.G. Anderson petitioned this office and this appeal, SPR26/1005, was opened as a result. Subsequent to the opening of this appeal, I learned that the Department provided a further response on April 1, 2026. Where this appeal was opened based on the Department’s March 19, 2026 response, I will now consider this administrative appeal closed. If unresolved issues remain, A.G. Anderson may appeal the substantive nature of the Department’s April 1st response within ninety (90) days. See 950 C.M.R. 32.08(1). Sincerely, Manza Arthur Supervisor of Records cc: A.G.
