Records Access Officer Department of Criminal Justice Information Services 200 Arlington Street, Suite 2200 Chelsea, MA 02150 Dear Attorney Koulouris: I have received the petition of Kelvin Nova Liriano appealing the nonresponse of the Department of Criminal Justice Information Services (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On February 10, 2026, Mr. Nova Liriano requested the following records: [1] The creation, modification, reassignment, correction, suppression, deletion, or expungement of any identifiers associated with my name, date of birth, or Social Security number[;] [2] Any PCF numbers, XREF identifiers, OBTN numbers, or other linking identifiers associated with or historically associated with my identity[;] [3] Any system audit trails, logs, or metadata reflecting when such identifiers were created, altered, reassigned, corrected, or otherwise modified[;] [4] Any internal reviews, audits, investigations, or compliance actions concerning accuracy, misidentification, or correction of criminal justice records involving my identity[;] [5] Any communications (internal or external) between DCJIS and other criminal justice agencies regarding correction, reassignment, or accuracy of identifiers associated with my identity[.] Claiming to not yet have received a response, Mr. Nova Liriano petitioned this office and this appeal, SPR26/1009, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the Department has provided a response. Accordingly, the Department is ordered to provide Mr. Nova Liriano with a response to his request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days.
