Special Counsel – Information Officer Massachusetts Housing Finance Agency One Beacon Street Boston, MA 02108 Dear Attorney Chan: I have received the petition of Colman Herman appealing the response of the Massachusetts Housing Finance Agency (Agency) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On March 1, 2026, Mr. Herman requested, “. . . copies of any and all expense records related to any and all events that MassHousing had catered during the period January 1, 2023 to the present. Please include the purpose of each event.” The Agency responded on March 16, 2026. Unsatisfied with the response, Mr. Herman petitioned this office and this appeal, SPR26/1027, was opened as a result. Subsequently, I learned that the Agency provided Mr. Herman with a further response on March 23, 2026. Where this appeal was opened as a result of the Agency’s March 16th response, I will now consider this administrative appeal closed. Mr. Herman may appeal the substantive nature of the Agency’s March 23rd response within ninety (90) days. See 950 C.M.R. 32.08(1).
