See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On February 6, 2026, the requestor requested records related to an identified individual. Specifically, the requestor sought the following: [1] Employment History[:] Records sufficient to identify[:] [A]The date [an identified individual] was first hired by the City of Lowell[;] [B] Her job title(s) since hire[;] [C]Any changes in position, promotion, demotion, or reassignment, including effective dates[.] [2] Compensation and Pay History[:] Records reflecting [an identified individual’s] compensation, including[:] [A] Base salary by year[;] [B] Overtime, stipends, or additional compensation[;] [C] Any pay increases, reductions, or adjustments during her employment[;] [D] Current salary and pay grade[.] [3] Complaints, Discipline, and Performance Records[:] All complaints, disciplinary records, internal reviews, or investigative findings related to [an identified individual], including but not limited to[:] [A] Public or citizen complaints[;] [B] Internal complaints or performance-related reviews[;] [C] Findings of sustained, unsustained, or exonerated allegations[.] One Ashburton Place, Room 1719, Boston, Massachusetts 02108 • (617) 727-2832• Fax: (617) 727-5914 sec.state.ma.us/pre • pre@sec.state.ma.us

Jacqueline Cook SPR26/1035 Page 2 April 3, 2026 [4] Records Access Officer / Public Records Duties[:] Records reflecting[:] [A] Training related to public records law[;] [B] Assignment or designation as Keeper of Records[;] [C] Policies or guidance governing her responsibilities related to public records requests[.] [5] Traffic and Parking Citations Issued by the City[:] Records sufficient to identify any traffic citations or parking violations issued by the City of Lowell to [an identified individual], including: [A] Date of issuance[;] [B] Type of citation or violation[;] [C] Issuing department or authority[;] [D] Disposition status (paid, appealed, dismissed)[.] Claiming to not yet have received responsive records, the requestor petitioned this office and this appeal, SPR26/1035, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the Department has provided a response. Accordingly, the Department is ordered to provide the requestor with a response to the request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us.
