See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On February 6, 2026, the requestor requested records related to an identified individual. Jacqueline Cook SPR26/1035 Page 2 April 3, 2026 [4] Records Access Officer / Public Records Duties[:] Records reflecting[:] [A] Training related to public records law[;] [B] Assignment or designation as Keeper of Records[;] [C] Policies or guidance governing her responsibilities related to public records requests[.] [5] Traffic and Parking Citations Issued by the City[:] Records sufficient to identify any traffic citations or parking violations issued by the City of Lowell to [an identified individual], including: [A] Date of issuance[;] [B] Type of citation or violation[;] [C] Issuing department or authority[;] [D] Disposition status (paid, appealed, dismissed)[.] Claiming to not yet have received responsive records, the requestor petitioned this office and this appeal, SPR26/1035, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the Department has provided a response. Accordingly, the Department is ordered to provide the requestor with a response to the request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us.
