Records Access Officer Office of the General Counsel Massachusetts Department of Transportation 10 Park Plaza, Suite 3510 Boston, MA 02116 Dear Attorney Doyle: I have received the petition of John Public (requestor) appealing the nonresponse of the Department of Transportation – Registry of Motor Vehicles (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On March 6, 2026, the requestor requested, “copies of records in the possession, custody, or control of the Massachusetts Department of Transportation and/or the Registry of Motor Vehicles relating to Allied Universal and any security services provided at RMV or MassDOT locations [from January 1, 2021 to March 6, 2026][.]” Specifically, the requestor sought the following: [1] Contracts, amendments, renewals, extensions, work orders, purchase orders, and related agreement documents[;] [2] Bid, procurement, and award records, including solicitations, proposals, evaluations, recommendations, notices of award, and award letters[;] [3] Records showing the cost, pricing, rates, invoices, payments, and total amounts paid for such services[;] [4] Records describing the scope of services, duties, expectations, staffing, coverage, post orders, training, and performance requirements for Allied Universal personnel at RMV or MassDOT facilities[;] [5] Records identifying the locations covered, the period of service, and any contract or procurement numbers associated with these records[.] Claiming to not yet have received responsive records, the requestor petitioned this office and this appeal, SPR26/1067, was opened as a result. Accordingly, the Department is ordered to provide the requestor with a response to the request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us.
