See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On March 12, 2026, Ms. Pacy requested the following records between December 1, 2025 and March 16, 2026 related to the “community meet-and-greet sessions for the Shrewsbury School District Superintendent candidate finalists held at the Media Center at Major Howard W. Beal Elementary School” on February 26, 2026 from 5 pm to 6 pm, February 27, 2026 from 5 pm to 6 pm, March 2, 2026 from 5 pm to 6 pm and March 4, 2026 from 5 pm to 6 pm: [1] Communications Requesting Police Presence or Security[:] Any and all communications (includes in person conversations at the Town Hall) related to requests for police presence, police details, or security at the above events. This includes communications sent or received by employees or officials of: •Shrewsbury Public Schools • Shrewsbury School Committee •Shrewsbury Police Department • the Town of Shrewsbury Town Manager’s Office[.] Records should include communications involving School Resource Officers and any request for police staffing or security planning. This includes communications between, or sent to/from: [identified individuals.] Records requested include, but are not limited to: • Emails (official and personal accounts used for public business) •Text messages and messaging applications • Phone call logs • Voicemails •Letters or written correspondence • Meeting invitations or calendars • Notes from meetings • Remote meeting records (Zoom, Teams, etc.) • Internal memos or briefing documents • In person conversations at the Shrewsbury Town Hall[.] The requested time period is not limited to the hours of the events themselves, but includes communications before and after the events related to their planning, security, or outcomes[;] [4] Police Support on March 4, 2026[: Please provide records indicating whether police support or protection was provided to superintendent candidate ... on March 4, 2026 beyond the scheduled meet-and-greet event. If so, please provide: • The hours during which police were assigned • The number of officers assigned • The type of assignment (detail, patrol support, security escort, etc.)[;] [5] Invoices and Financial Records[:] Please provide detailed financial records related to police presence or security for these events, including: • Police detail invoices by date • Officer-level billing information • Total cost of each detail •Cost center and/or departmental account charged •Ledger or accounting entries reflecting the expense • Signed approval of these expenses[;] [6] Communications Regarding Safety Concerns[:] Please provide any communications received from parents, community members, district staff, Community Advocate, Evan Walsh, anonymous or others regarding safety concerns, rumors, or allegations associated with the March 4, 2026 meet-and greet event involving [an identified individual]. This includes communications received via: •Email • Text message • Phone call or voicemail • Written letters • Anonymous submissions • Online forms or reports[;] [7] School Committee Meeting Records[:] Please provide all records from the Shrewsbury School Committee related to the superintendent finalist meet-and- greet events and security related concerns, including: Open Session Records Draft and approved meeting minutes Executive Session Records • Executive session meeting minutes discussing the superintendent meet-and-greet events, or related security issues •Executive session agendas or notices referencing the topic •Records indicating whether such minutes have been reviewed for release[.] If any executive session minutes remain withheld, please identify them and the exemption under the Massachusetts Open Meeting Law used to justify withholding[;] Chris Girardi SPR26/1128 Page 3 April 3, 2026 [8] Search Terms To assist in locating responsive records, relevant communications may contain the following keywords: Security, Safety, Detail, Police Presence, Parent concerns, Parent complaints, …, Bullying, Threats, Threats of violence, Department of Elementary and Secondary Education (DESE), Protesting, Confrontation, Protection, Scared for safety, …, Issues with …, Principal[.] Claiming to not yet have received a response, Ms. Pacy petitioned this office and this appeal, SPR26/1128, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the School has provided a response. Accordingly, the School is ordered to provide Ms. Pacy with a response to her request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us.
